new law about cats and dogs?

i was watching the news and the anchorman said that when it's october 1st, cats and dogs won't be able to have babies, because of their law. so basically, ALL CATS AND DOGS WON'T BE ABLE TO HAVE BABIES BECAUSE OF A STUPID LAW! is this true?
 
I also heard humans were going to be sterilized too. Because most problems of the world have to do with us. I would hurry and have a litter of wildebeasts for yourself before the end of the year. I hear thats when it is going to happen.
