New DVD drive, works only with power cable connected, not with IDE cable + power, why?

I installed a new DVD burner, and it works fine if I connect he power cable alone. But once I connected both power and IDE/PATA cable, and tried to start up PC, everything EXCEPT DVD burner works. Any idea why?
