network unlock request unsuccessful motorola MB200

when try to unlock i get this error

is it because code was entered wrong too many times or the code that i have is wrong


I've try flashing & hard reset and same situation ....

Please u have to get the corret code from a server and i have tested 10 pic works fine for me
