Neopets HTML help please!?

In Neopets some petpages created by users have these page anchors which seem to link to a different page in the petpage likeif someone pressed on a certain link it would link to a different page yet it's still the same petpage just with a '#" and another word next to it. If anyone knows of how this works could you please help me! Or if you know of any useful sites please list them too! It would be very helpful ^^
