The only vet that may talk with your for free is YOUR vet that you normally take your dog to and have built a relationship with. Vets aren't free. They are professionals who spend a lot of time an dmoney getting their education. Do you see attorneys handing out free legal advice? Doctors who will diagnose you online for free? No. Same deal with vets. Plus, no vet will discuss your dog's health with you if they haven't examined him in person- they could get themselves in BIG trouble, malpractice, have their license revoked, etc. if they give advice and it ends in your pet being harmed.
