Need to train lv. 33 Piloswine, Lv. 34 Gyarados for final gym battle in heartgold....

...Help!? I need the assistance, they know:

Piloswine : Icy wind, Ice shard, Blizzard, Mud Bomb

Gyarados : Ice fang, Dragon Rage, Surf, Strength.
I can't use waterfall outside of battle. I need to face the dragon person.
 
You could just train in victory road. there are mostly rock or ground pokemon (rhyhorn, onix, graveler) and there is golbat (ice is supereffective) and ursaring(not that hard to defeat) and they are all around lvl 34 or 33. so yeah there should be an okay place to train.
