Need to know title of novel?

Has anyone ever read a novel about a very young girl who was killed after she was run over accidentially by the star football player's car? It was on halloween night and she was dressed in an angel costume. The small town authorities had a hard time finding the mother because she was in all sorts of trouble, and the main character is a cop.
