I asked this question once before, and the only answer I got was to check with a local librarian. So, let me be clear: I do not live in an English-speaking country, and this is an English children's book which might be somewhat obscure. I've also done extensive google searches without any luck.
What I remember is: A girl and a boy living at what may be a boarding house. A strange old man comes to stay. He throws a chicken bone over his shoulder. There is an owl who says "tempus fugit". The boy and girl are out in the city (possibly London) at night time with the old man. A statue comes to life. My mother says the important thing is the portal to another world, but this I don't remember anything about.
The book should be 20+ years old.
We read this probably almost 20 years ago, and neither of us can remember more than the above. Almost every time we meet we discuss this and try to come up with the title/author, but we never do. So you would be helping us greatly with our peace of mind if you know the answer!
