Need some small black fish, cheap...?

I want to get my son a pet, but i worry about a dog that could be a little too rough with him and I am scared that a cat would scratch him. So I figure a few fish would be an appropriate pet for him seeing as he is only year and a half old. I want to get him some small, black fish but I don't want to pay too much. So what kind of fish are small, cheap and black?
 
Betta Fish are cheap and cool, you can Keep them in a small Bowl if you're as evil as I am. But I still recommend you putting your betta in a large Bowl.

All you need is
Bowl or a (Small or Larger w/e) Aquarium
Some Bottles of Fresh Water.
Food (Betta Pellets)

Not necessary But:...
a Small Bag of Pebbles or Stones, or plastic Stones whatever floats your boat.
some decorations if you want like a fake plant.

Should only cost like under $20
