I am just getting into bass fishing and have a few questions.

What is the best bait to use? Been using worms Wiggle Worm or Carolina rig. Been reading that it is the most effective.

What time of day is best? Dawn, Dusk?

How does weather chang things? Sunny, Cloudy, before rain, after rain.

Do you need to do something different when fishing from shore? Don't have a boat. Yet.

I live in Northern VA. If that helps.

If I answered all these questions to the fullest extent that they can be I would be writing this answer all day. So I'll give you a few basic tips here.

Research-The more you know about bass the more you will catch. Buy a DVD, get a magazine, watch TV shows. Learn learn learn!

Equipment-Don't buy crap. I am not saying you need a 800 dollar rod and reel combo, but buy the best stuff you can within your budget. You'd hate to lose a trophy fish because you were too cheap to buy good stuff.

Experiment-Even if you think you know what should work, don't ride it into the ground. Try different things. If a lure isn't catching fish don't fish it too long. Constantly dig into your tackle box to find what's working.

If you do all these things I promise you that you will catch more bass!
