Need motorcycle help....?

I'm purchasing a motorcycle on Monday from a 17 year old guy. There is no title for the vehicle, only a bill of sale. He says he purchased it from a man who had it imported it from Japan, so it has never been titled in the United States. We keep trying to do a carfax report on it, but the VIN comes up "invalid". We are going tomorrow to get the VIN for ourselves, since we got the VIN over the phone, and it may just be that there is an error in it. So my questions are:
Even if the car hadn't been registered or titled in the United States before now, would the VIN # still pull up under Carfax?
Is there any way for us to get a title on this motorcycle without the original title...he does have the original bill of sale from the original owner.
I'm really nervous about purchasing from him, but he's only a kid, and I don't get the impression that he's trying to scam us. Please help! I want to make an informed decision and haven't ever come across something like this :/
 
Don't do it.

Title = certificate of ownership.

No title = no transfer of ownership.

There are plenty of used bike out there - and many cheap. You don't need the headache.

Old, non-streetable dirt bikes didn't have titles, so if that's what you're talking about, you're ok. Otherwise, steer clear of it. If it came from Japan without a title, it needs a statement of origin from the manufacturer, but since it's used, and the orginal buyer was in Japan (I assume), there would be no statement. If the orginal owner had it imported new from Japan, he should have gotten that. In short, go find a bike elsewhere unless it's a off road dirt bike.
 
the DMV`s want a TITLE!, not a "bill of sale". If Anyone was able to come up with a "bill of sale" everytime they bought or stole a vehicle, then our vehicles would be much less secure.

Obviously getting a title is too much of a hassle, or he ran into a roadblock in getting one, so he is turning around to sell it to another "sucker".

Of course the VIN will come up as "invalid" it`s Japanese spec and will also come up as invalid when you try to insure it.

Pass on it!
