Need help with the setting up of freshwater fish tank?

I really want to get a freshwater fish tank but I don't know much about it. Also I would like to get some terrapins to live in the tank as well. I have some fishes in mind for the tank, probably tetras. Would this be possible? will the terrapins eat the fishes? Also how do i create a dry area for the terrapins to bask in the tank.

Any help is appreciated, Any other tips that you can give or websites that you would recommend for information.
