Need help with the rear brake system of my bike?

My bike has developed this problem by itself: when I used my bike after a 1 month holiday, I pressed the back brake lever (first of all it was surprisingly really stiff) the brake pads touched the rim and stopped me moving, good. BUT I let go of the lever and the brake pads were still touching the rim and I couldn't move. I manually moved the brake lever on my handlebars back to it's starting position but the brake pads were, and are, still touching the wheel rim. Any help in what I should do to fix it?
