Need help with the book "Make No Law" by Anthony Lewis...?

What is the book about? I've been reading the book and I'm a bit confused. The book jumps around in chapters and I don't understand how they relate. I think the book is good but I'm just having a tough time trying to understand it all.

How could people agree with Anthony Lewis book "Make No Law"?
How could people disagree with the book?

Any thoughts that would help me out?
