As a teenager I road bikes frequently however mostly "bmx" bikes and such but now I want to get into just riding on the road, not so much into racing at least yet since I don't have any experience but just for recreation.
Also I'm very short, 5'3-5'4 not expecting to grow any more (18 now) so that may have to be taken into consideration.

The types of roads near me are paved but more in the country side so there may be a few roads that aren't so smooth, but nothing like dirt and rocks.

I really don't want to spend much money at all, if possible under $200. The closet store near me with bicycles is walmart which is still a ways away.
I understand the selection there will be limited but can anyone suggest what I should be looking for on a road bike, such as how many speeds, etc?

Never buy a bike from Walmart or any department store they are going to be junk. You are not going to get anything new for $200. If you are lucky you can find a bike on Ebay or Craig's list or visit a Goodwill or Salvation Army store. You need to find out what size bike you need.

Don't get a Wal-Mart toy...because that is all they are- REPLICAS of the real thing. These "bikes" all have a warning label stating they cannot be ridden off-road, and often on-road, for very long distances, without breaking down on you.

Go on Craigslist and just get a good used bike. Your size for a road bike is around 47cm. Get at least 24-27 speeds. Brands to look for:

Schwinn
Specialized
Cannondale
Mercier
Motobecane
Giant
Trek
Windsor
