Need help with movie name

Okay so I remember renting a movie back around '93 or '94. The main character was a penguin and I think that he (or she) wore a scarf. I also remember they met and became friends with a husky named Charlie. Does anyone have any idea of what I am talking about.

The Pebble and the Penguin?

I know the people who made the movie also made All Dogs Go To Heaven, where the lead dog character is named Charlie.

Okay I found it. Its The Adventures of Scamper the Penguin and the husky was named Cowboy, not Charlie.
