Need help with issues with a 1991 Suzuki GSF400 Bandit?

OK here is whats going on, I bought the bike a month ago from a guy who had it in storage for a year. So I get it and replace the plugs, air filter, vacuum hoses, and checked and cleaned all the electrical connections and cleaned and lubed the whole bike properly. This is not my first rodeo i used to build and race ATVs . So when i did all my maintenance i referenced all my work with the diagrams and charts in the service book. I also just cleaned the carbs top to bottom and made sure that all of the starter, pilot, and main jets are 100% clean and clear but, i did not change and of the jetting or mixture setting and left them on the rails so they are still synced too. Now before i did all this it ran and rode but it would not idle high enough to stay running yet if i turned the idle up it would rev and stick at around 4k and the throttle response was sluggish. Now it starts right up smoother than before but it revs right to 8k and no matter what i do with the idle screw is doesn't change yet the throttle response is now impressive. To clean the carbs i boiled them then used carb cleaner and compressed air to clear all the old fuel deposits. Any ideas of whats up would be amazing i really don't want to take it to a shop to pay for something i can do myself if i can just know what needs to me fixed. Thank you.
