Need Help with fishing in Zelda

the part where you have to catch the red reekfish. I already have the corral earring lure and also using the bee larvae for bait, right at the "mother and daughter rock". but these little bastards still will not bite. what the hell am i doing wrong....

go by mother and child rock

toss lure into water

wait for it to bob down all the way

whip the wii remote back up and you win

I do all that. When the bob goes down all the way it starts getting tugged like something is pulling on it. I whip the wiimote back but it never says "fish on" and nothing happens
