Need help with finding a quality bluetooth for phone and pc?

My boyfriend and I are in a long distance relationship and I waited for forever for my boyfriend to get a laptop and webcam. We have always used Windows Live Messenger for chatting and so I bought pretty nice Microsoft Webcam that has great audio and video quality. My boyfriend got a laptop with a webcam built into it. I believe his webcam is supposed to have a microphone, but it doesn't work. So he bought a cheap stand mic that had poor quality and then he broke it. So then he bought a cheap typical headset (with cords), which worked for a while, but then he broke that.

He decided that because he needed a bluetooth headset for his cell phone and since he already had a bluetooth pc adapter that he uses for a bluetooth mouse that he would get a bluetooth headset. Well, he got some Motorola headset that he claims is high quality; he says that even though he only paid $9.99 for it, that that's because the place had overstock and it normally costs like $80. The audio quality on my end when he uses it with his cellphone is alright. However, when he tries to use it for a Windows Live video call, the audio quality on my end is just AWFUL; I can hardly understand him, he comes in all crackly and/or sounding like a computerized/robot voice.

I don't know if it's his bluetooth or the adapter that he uses, but I'm tried of shitty video calls. I need some help picking out either a new headset (that works well for phone and pc) or a new adapter, or new ones of both; whatever it will take to get good quality audio. When I'm looking at either a headset or adapter online, what things should I look for in the description/specifications?

I really need help figuring this out. I don't trust my boyfriend to pick out something new by himself. We view things like this very differently. I would rather spend more money up front for a high quality product, even if you're partially paying for the brand name, rather than spend less money and get a not-so-high-quality product. For example, I am a big fan of Dooney and Burke and Coach purses because they are made very well with high quality materials; I have had my current purse for 2.5 years now and it is in excellent condition, whereas the cheap purses I used to buy would be completely tattered after a little over a year. It has been like this for me my entire life, whenever I decide to go with something a little cheaper because I don't want to spend the money, I don't end up getting the use I want out of it and end up buying the better quality, more expensive one later anyways, and therefore spend way more money than if I had just bought the good one to begin with. However, my boyfriend has already spent like $40 on cheap products that don't work; that's $40 he wasted.

PLEASE, please help me figure out how to pick a good, high quality product to solve my poor audio quality problem!
