Need help with coding/scripting a text based game?

Okay so I have a mafia text based game.
And I also have a blackjack on it, but the blackjack gets exploited by people refreshing the page after betting for cards to change.

I want to find out how to make it so that instead of refreshing cards it refreshes and cancels out the current bet.

This help will be appreciated loads!
