9 times out of 10 you can tell if the stator is bad by cracking the derby cover. If the stator shorts, it makes the primary stink like nothing you've ever smelt. There are checks you can do to check if it's the stator or regulator, using a volt/ohm meter, do a search on this site, and you should be able to find them. When my regulator took a dump, I ended up getting a Cycle Electrics regulator, instead of the OEM one. For about the same price has twice the warranty.
But first check your battery, check all connections and make sure they are clean, a can of contact cleaner and a tube of dielectric grease is pretty cheap. Use a volt meter on the battery terminals and compare against the fairing meter. if those match, and it's still low, check your regulator and stator.
