Need help Fishing in Bay Area Lake?

So, I am getting frustrated because I have gone out to a local lake at dawn to do some bass fishing twice now, and both times have come up completely empty handed. Both times I have seen bass feeding (completely leaping out of the water). Most recently, I would see about 5 different bass breaking the water for every cast and reel. Many times right next to my lure. I think that they are feeding on top, so I tried 2 diff spinner baits, and one rattler thingy. Any help would be appreciated. Water is murky, with about 2 feet max visibility.
 
I may not have the best answer, but I can totally relate. The thing that has worked the best for me is Berkeley Power bait. I use the Power Worms. It will say BASS on the top right hand corner of the package. They smell horrible, but they really do well for me. If there are active bass, they usually love the Power Worms. I don't really use much else anymore... The color you should get will depend on water conditions for where you live. I have had the best luck with the Power Worms that are like a maroon color with black on them. Hope this helps!
