need help finding part in the book 1984 (10 points)?

I'm writting an essay on the book 1984 by George Orwell and I trying to find the part where Winston is talking about how they were supposed to give out a certain number of something (like shoes or chocolate) and how they didnt but they rewrote the past and made it look like everyone got more instad of less
