need help 2008 dodge ram 1500 11k miles excellent if not fair condition for 18,480?

well Most 2008 ram quad cab with that low of mileage is worth around 19~22k
However, this truck is a victim of theft
and on its history it says it is a recovered theft
It also says was reported for loan.lien maybe for payment issues?

On the history report no accidents but it scored 49 out of average ram 1500 of 91~93

Now how much would you say the car is worth if the dealer is asking for 18,480

What would be a price to buy at?

the area im buying from is houston tx
If there is any truck fanatics or big time ex salesman or someone who knows how much trucks go for in houston please help me

you don't need to offer them no more than 14 -15 thousand on it and still at that price id be real careful, because i got a fire bird right now that was victim of theft and i thought i could resale it and make money on it, little did i know im now stuck with it,i can drive it for about 5 years and get my money back,but that wasn't the plan to start with,think this one over real good because that car fax report will stay with it for the life of the vehicle,and you may have problems from it,when someone steals one you don't know how hard they ran it,good luck.
