Need Help, 1995 Chevrolet Blazer?

My wifes 1995 chevy blazer 4.3 4x4 started stumbling at idle about a week ago.

Suspecting that we needed to change the plugs we picked up plugs, wires, and distributor cap and rotor. We changed them and it is still stumbling.

We thought maybe it was a vacuum problem, we found one vacuum line unhooked under the hood. It connects to the vacuum ball attached to the hood.

here is a pic of the hose, im not sure what it goes to but I dont know if that would cause the problem.

Since it runs fine on the highway but stumbles and has trouble starting do you think its a fire problem or a fuel supply issue? I have a new fuel filter but have not put it on yet.
 
Put the new filter on, change the oil. It might be misfiring or fouling the plugs. Check if it's burning blue, which means it needs a valve job due to leaking oil into the chamber, or see if the plugs are fouled, which ones are fouled, and see if it's the cylinder or the plug making the fouling happen. If all that fails go to a mechanic.
 
the running fine on highway but stumbles in the city leads to me believe its your digital egr which was notorious for this
 
Looks like your check valve for your washer fluid system. but a wider shot would help here please
