You will be hard pressed to find any reliable vehicle in that price range that "looks good' still. Especially one that is fast, they just are too hard to find that cheap. It's awfully hard for anyone to recommend any car in that range as well, as it is too much of a guessing game. Check your local craigslist, and local classifieds. Test drive as many cars as you can. Have any vehicle checked over thoroughly by a certified mechanic. Any vehicle you end up buying in this price range, expect to sink 2-3k within the first year to maintain it. Hope I was a little helpful, and I wish you good luck.

Hey,

If you have any mechanical abilities or know anyone who does then take them to a car auction with you. You can find repossessed cars there as well as a few cars that aren't on the so great side as far as running goes but they usually need something small that is an easy fix. You can usually get some great prices at these auctions. Just make sure you have someone who actually knows what they are looking at in a car when you go, else wise you may get boned.
