Need by the mourning! Bicycle Problem?

How do bicycles breaks work? how can i tighten them, they clamp but not enough to catch my wheel! and my other bike like stalls!? it's like the brake pads catch the wheel every now and then, should i loosen them? and if so how do i tighten and loosen my bicycle bikes?

and too the usual question i get asked I have looked on the internet! i can't find this stuff!
 
You may have to adjust the cable position. The brakes work best if the wheels run straight and true. You can try this.

ask a responsible adult to adjust brakes for you.
bike shop my friend for your rear wheel
go slow use feet as brakes (stamping motion).
