Need a law enforcement job, but previous record.?

My Fiancee is 21 but at 18 he was charged with a DUI under 21 in the state of VA; and a Possession of Marijuana which later became a NOLLE PROSEQUI (case dismissed) he wasn't found guilty or non-guilty.He has his associates in Criminal Justice and is looking for a position in Law Enforcement; do you think his previous record will be an obstacle in his future... he has remained out of any trouble since his charges in 2007
