Need a bike or minibike that top speed is about 20mph?

Hello I'm looking to go somewhere that is about 6.7 miles away, I need a Bike that top speed is about 20 mph I will prob be going about 15 mph average but on hills going down I need a bit more speed so a bike, that I can ride on like the sidewalk maybe a minibike? any suggestions?
 
I didn't know anyone could pedal a minibike that fast.

I'm impressed.

I average 16mph over 20 miles when commuting with my Moots Rigormootis. On flats I get up to around 20mph, but can hit 24 for short bursts.

Oh, and you're not supposed to ride on the sidewalk (hence the "walk"). That's where pedestrians belong. Unless you're 6yo, in a stroller, or in a wheelchair, you should ride in the road.

Mini bikes are a stupid invention. My sister's neighbor bought one for his 9yo. He was dead under a minivan in under a month.
