NCO Financial Collections?

I am 16. I got in collections in NCO because I forgot to pay 1&1 the card wasn't updated at the time. However, I don't know if I'm suppose to be at 1&1 at 16. Can I pay and they take it off the report? I don't know if this is considered fraud since I'm not suppose to be on the site so I don't want to tell 1 and 1 that yet. Should I pay it off and leave it be? The bill is only $46.00
