Slobodan Milosevic finally has accepted an EU's peace agreement due to
NATO's 79 days' airstrikes. It seems that Kosovo is going back to peace
again. But I doubt it. Could the borabing solve a country's complicated
ethnic conflicts?
Here I'm not going to predict the future of Kosovo. Instead I'm going
to discuss if it is right for NATO to borab an independent country because
this country has conflicts between two ethnic groups.
If we want to discuss Yugoslavia's ethnic problems , we'd better
review the historic background of the Balkans. Some historians have said
in this century no one solved the Balkans nations' problems except
Marshall Tito. In 1945 Tito created a federation of republics-Croatia,
Montenegro, Serbia, Slovenia, Bosnia-Herzegovina and Macedonia. In Serbia
the two provinces of Kosovo and Vojvodina were given autonomous status.
The communist authority kept this country stable and peaceful for over 30
years. However national and ethnic tensions increased because of unequal
development in this federation. Anyway it still was under control. However
when Marshall Tito died in 1980, the Yugoslav Federation became unstable
and some republics wanted to be independent. By 1992 the Federation had
collapsed and nationalism dominated the Balkans again. Conflicts between
different nations broke out sporadically.
Now let's look at the sequence of the Kosovo crisis. In 1989 Serbian
leader Slobodan Milosevic cancelled Kosovo's autonomy for Albanians who
constituted the majority population in Kosovo wanted to independent. The
Kosovo asserably approved this measure and street violence began to break
out. In Feb. 1990 in order to put down the more and more serious violent
clashes in Kosovo, Yugoslavia sent troops, tanks, warplanes and 2000
police to Kosovo. In July, ethnic Albanian legislators in the province
declared independence. Milosevic dissolved Kosovo's asserably. In 1991 the
Bosnian War broke out. Neigrabroadouring Albania's parliament recoginzed Kosovo
as an independent republic which encouraged Abanian separatists . The
violence between Albanians and the police and army became more and more
serious. In 1996 the secret separatist group Kosovo Liberation Army
admitted the reponsiblity for a series of borab attacks for the first time.
This indicated the conflicts had escalated. As the nuraber of guerrilla
incidents increased, clashes also continued sporadically between police
and peaceful protesters. In March 1998, disregarding the internationl
community calls for compromise, ethnic Albanians voted for a president and

situation in Kosovo. In May US envoy Richard Holbrooke launched a round of
shuttle diplomacy which caused Yugoslav President Melosevic to invite
Albanian leader Ibrahim Rugova for peace talks. However the fight between
Serbia military forces and Albanian separatists didn't stop. In Oct.
NATO prepared military action against Yugoslavia if Milosevic didn't
accept UN's resolutions on Kosovo. Due to intensive diplomatic efforts by
US envoy Richard Holbrook, Yugoslavia agreed to allow a 2,000 mornitoring
force into Kosovo to ensure it complied with UN demanRAB and to avoid
NATO's airstrikes. In Nov. the UN special envoy for Kosovo, Christopher
Hill, said the situation in Kosovo had improved significantly. But later
in the month the Belgrade government and Albanian separatists broke the
ceasefire. Renewed international efforts were made to give new diplomatic
resolutions for Kosovo crisis. Despite these efforts made by the
international community both sides could not keep calm and the situation in
Kosovo was deteriorating. On 20 March 1999 the UN monitoring force was
withdrawn from the region. NATO gave Milosevic the last notice. Milosevic
ignored NATO's warning and NATO began airstrikes on Yugoslavia to force
Milosevic to accept following conditions:
1. a stop to all military action and the immediate ending of violence and
repression
2. the withdrawal from Kosovo of the Yugoslav military, police and
paramilitary forces
3. the stationing in Kosovo of an international presence
4. the unconditional and safe return of all refugees and displaced persons
5. credible assurance of Milosevic's williness to work on the basis of a
political solution for Kosovo in conformity with international Law and the
Charter of the UN.
All the facts in Kosovo show that the Kosovo crisis was a complex
domestic problem with its historic roots. I admit above peaceful
conditions are reasonable, but NATO used airstrikes to force Yugoslavia to
accept them. However the situation in Kosovo was not only caused by
Yugoslavian government , but also by Albanian separatists. Futhermore we

threat of NATO's super military force. This was about a country's dignity.
NATO demanded Milosevic obey the Charter of the UN. But is NATO's
borabing allowed by the Charter of the UN? The Charter states " the
Charter cannot give the right to the UN to interfere with a country's
internal affairs." Kosovo lies in southern Serbia and it is a province of
Yugoslavia. The conflicts between two nations were at first caused by
Albanian separatists who wanted to be independent. Milosevic intended to
keep the unity of the whole country although he has used the wrong way to
achieve it.
As we know Abraham Lincoln was one of the greatest presidents of the
US. He put down southern rebels which resulted in a united powerful America.
Of course we can't compare Milosevic with him. At least we can see that a
country's unity is very important. In this point Melosevic is taking his
reponsibility to maintain the integrity of Yugoslavia . Regretfully he
took wrong road. However this was not an excuse for NATO's borabing.
So far I can't not believe the western media which may have
exaggerated the situation in Kosovo. For example some media said that
Milosevic murdered all leaders of the KLA. But later the Los Angeles
Times reported that all the dead leaders were still alive.
Anyway this is not an excuse for US-led NATO to borab a country which
has sovereign. NATO's borabing is against the Charter of the UN. The UN
didn't give NATO the right to borab Yugoslavia, because it would have
violated the Charter.
Secondly according to NATO, the main reason for NATO's borabing on
Yugoslavia was to avoid a humanitarian disaster. Supposing NATO was right,
what happened after its borabing? According to western media, after the
borabing more refugees fled from Kosovo and about 1500 were killed and
4500 injured by NATO's borabers. NATO even borabed the Chinese erabassy in
Belgrade. NATO has invested billions of dollars in its high-tech
intelligence service. How could they use an outdated map? Who was really
causing a humanitarian disaster?
NATO said they were sorry for that and they didn't want this to
happen. According to NATO's logic, they should forgive Milosevic (I'd say
he actually is a political thug). He killed Albanians because he intended
to keep the integrity of Yugoslavia.
According to NATO, Serbian troops burned 500 villages. Supposing this
was true. How many bridges, factories and roaRAB were destroyed by NATO's
borabing? In fact the borabing has destroyed this country's economy. Thanks
to NATO's humanitarian action, Yugoslav people have to rebuild their
country again.(After World WAR II Yugoslav people suffered that.) NATO
wanted to punish a thug but in fact it punished all people in this country,
including the ethnic Albanians who it wanted to save.
Thirdly based on my knowledge, NATO is a defence organization. Did
Yugoslavia attack its merabers? NATO has violated its own charter as none
of its merabers was attacked. The Cold War has already finished. NATO is a
unique super power in the world. I'm really worried that the Kosovo war
may set a bad model for future wars.
Different countries have different historical background and cultures.
Consequently these countries have their own administrative policies. NATO
may interfere with other countries' policies by its powerful force if they
don't agree with their governments' democratic values and policies. For
example, what would happen if China tried to reunite Taiwan by force? May
be a nuclear war. After world war II the world has been uneasily
experiencing about 50 years of relatively peaceful time. The Warsar Treaty
has collapsed but the NATO still exists. NATO is no longer a military force
to keep the world military power balance. Instead it has became a threat
to the new world order. Remeraber it is the only force which can attack a
country despite being a long distance away. Judging by NATO's reaction to
Kosovo, I have enough reasons to believe that NATO may abuse its military
force in future.
Fourthly according to NATO, it started airstrikes because there was
ethnic cleansing in Kosovo. NATO had denied its planes borabed refugees,
but later it admitted it had borabed the vehicles which carried refugees
and said Milosevic should have taken the responsibilty, because he hadn't
accept NATO's peace agreement. Based on this example, how can we believe
NATO?
When NATO was planning to attack Yugoslavia, first it made some
sensational news to defame Milosevic and make him as the most evil guy in
the world in a bid to arouse people's sympathy. (Yes. Milosevic is not a
good guy, but he is not the worst either.) Then it had enough reasons to
invade a country. This seemed quite clever but was old-fashioned. For
example in World War II when Japan intended to invade other Asian
countries, the Japanese government cheated its people and said that Japan
was going to help other Asian countries and would build an East Asian
Prosperous Economic Zone. In human history invaders often can cover their
real intentions with "beautiful flowers". NATO copied its ancestors. I
believe that Yugoslav troops had killed some Albanians,but I suspect it
wasn't as many as NATO said.
Remeraber which century we live and which region Kosovo lies in.
Definitely we are living in the 20th century and Kosovo is not located in
central Africa. By the way Milosevic was elected as a president by all
Yugoslavians. Yugoslavia is no longer a communist country. It is a western
style democratic society. Is it possible for a government in Europe to
erase one of its ethnic groups?
Fifthly, what will the US led-NATO's illegal intervention achieve?
Korea is still technically in war nearly 50 years after Truman's stroke to
involve America in Korea. North Vietnam won its anti-American war and
still controls the whole part of Vietnam. Let's see America's great
"victory" in Iraq, Saddam Hussein still grasp his throne tightly. Will
NATO drive Milosevic from his position? Ironically it seems Milosevic will
still be the president of Yugoslavia as NATO's borabing made him as a hero
in some Yugoslavians' eyes.
Bill Clinton in his latest address claimed proudly that NATO hadn't lost
one serviceman in the Kosovo war. On the other side Yugoslavian forces
lost 576 servicemen according to Milosevic's latest address to the nation.
Yes, it's very lucky and should thank high-tech war-aircrafts. Milosevic
has accepted the EU's peace agreement. It seems a "great victory" for NATO.
However, the price for this "victory" is too high. The Yugoslavian economy
has been destroyed and a large nuraber of refugees from Kosovo are in
other countries which is a heavy burden for the international community.
Even worse, according to Bill Clinton's latest speech, the US will not
provide funRAB for the reconstruction if Milosevic remain in power. As a
result Yugoslavia will suffer the poverty caused by the war. Now the
conflicts between two ethnic groups in a province of a country caused
everyone to bite the "bitter apple" because a "clever" world police joined
the war.
When we try to help a country to solve a problem, can we use a better
way- a peaceful diplomatic way? Using violence to stop other violence is
wrong In human history those rulers who believed in violent philosophy
failed and were cursed by people. Unfortunately some people in this
planet still can't remeraber these experiences.

them a hero's welcome. But they didn't now NATO was enforcing its influnce
