Name of 1980's or 1990's movie with wind up toy binoculars? (not Toy Story)?

I do not remember anything about this movie other than I saw it when I was little and it was a live action movie, not animated. I remember the toy walking everywhere and he was trying to get either home or back to the factory but ended up getting sealed back in packaging.
I know its really vague but its been bothering me and if I find the answer I'd like to go see it again.
