I'm no expert, but it's probably the overflow drain from the carb. It should run down far enough to drop any fuel on the road without spilling it on the bike frame.
there is a little pin that smells like fuel at the back end of the engine pointing downward. it has a rubber hose connected to it but nothing on the other end, should it be connected to something?
