my wife has a 1990 buick lasabre lim. and we bought a flasher but we don't know where

it goes? my wife's turn signals went out completely don't work in the car or out of the car, so we bought a flasher thinking that was it but we can't find out where it goes now her dad looked all underneath the steering wheel and we couldn't find it or see it can anybody please tell me where this is located it would be so much help Thank you
It is not nowhere in the fuse box
