Beagles are very high energy breeds. If you exercised him more often then he wouldn't be so bored and destructive. So I suggest not only training him, but also keeping your stuff where he can't get to it.
My beagle is neutered and we brought him home and he was depressed. But then he got into a laundry basket and now chews the crotches and the cups out of bras
