My two year old daughter whine/cries all the time, especially at bed time what do I do?

All I hear all day is an annoying whiny cry whenever my daughter wants something. I have no problem giving her whatever she may want or need but she has to ask without whining. I have been ignoring it and saying to whatever has my attention at the moment that maybe if Rylee stops whining mommy might hear her, but it is only getting worse. I thought that if I didn't give into the whining, it would go away. I have also tried taking more time devoted to her we do things like coloring, building blocks, and cooking, but she whines through the whole thing. I try to positively reinforce her by saying things like use your nice voice instead of your whiny voice and giving her positive orders such as get off of the table instead of don't get on the table. Is there a way to stop the whining and still maintain positive reinforcement?
 
I have 3 kids. Whinning is the main form of communication. LOL.
Really, allI can say is be consistant. don't give in to it and let her know that big girls don't talk like that. Maybe make a big deal out of her big girl voice etc. Good luck. I have a 13 yr old and 8 yr old girl, fight like cats and dogs, the 4 yr old is a boy, and he is the real whinner. gotta love them.
