My tv is making a loud buzzing sound when i turn it on. Any ideas as to

what is wrong with it? It also makes the noise when there is a change in color on the screen, like a change scene in movies when the screen turns black. Any ideas on what is wrong with it? if it helps, its an older model 32' JVC tube TV
 
It's probably the tubes in the TV. The TV is just REALLY old and outdated. You could spend a few hundred bucks to fix it or just save that money and get a tune up.
The tubes are probably old and not functioning properly and most likely need to be replaced. Those TV's are a dime a dozen now, it would be more to fix it than replace it almost.

It sounds like (excuse the pun) that you may have a defective filter capacitor in the power supply circuits supplying these stages.
