my turtle seems to be trying to mate with a gourami fish. should i be worried?

the fish is as big as he is, and what he'll do is he'll go to the fish and wave his claws in front and then vibrate them. the fish will just swim away, but the turtle will just follow. i have two gourami, but he only bothers that one. im afraid my turtle might hurt the fish. he used to only do it to a rock , but now that i got the fish, he's doing it to the fish.
