my touch for t-mobile without data plan?

i am thinking of getting the my touch with google but i have no desire for internet. i have heard that you have to have a sim card with a data plan to activate the phone. but i also heard that you can set it up with a data plan and then use a regular sim card after. if someone could clear up this confusion for me and tell me if it is possible to use with out a data plan, that would be great. thanks
