My Tablet Won't Scroll?

My Bamboo Pen tablet worked perfectly when I first installed the drivers. However, after I shut down the computer and then returned to use it, I discovered my tablet won't scroll. When I move the pen, it stays within the physical borders of the tablet, when it should scroll over the whole screen.
I'm using a Dell Inspiron 2200 with Windows XP if that's of significance.
Can someone tell me how to fix this?
