My stem bolt on my bmx bike just keeps turning it does not loosen or tighten?

I have a crappy mongoose i am using for parts and i need the stem. The bolt on top of the stem behind the handlebars is stuck. I twist and turn it but it will not loosen or tighten, it moves but nothing else.
Holy shit that worked i kinda bent up the bolt but it worked thanks!! i will give you best answer
