Likely, you can't.
To renew the registration, HE has to sign the renewal card and pay a fee, AND, he has to have a current auto insurance policy, which HE has to sign, unless one of you has a POA. In which case, everyone driving the car has to be listed as a driver on the policy.

I did mine online at the RMV website, try that you will not have to talk to anyone

If the car is in his name, the tricky part may be getting his signature on the registration. Other than that, you (or he) may have to pay a little extra for allowing the reg. to lapse. it's not too big a deal. Good luck

Laws may differ from state to state, but generally all you have to do is sign a statement the vehicle was in storage (be sure to state the reason) and not driven and pay the registration fee. There may be a late registration penalty, but that shouldn't be much.
