my shit ps3 HELP chat issue?

MY PS3 SAYS IN PLAIN SIMPLE WORDS "YOU CANNOT USE CHAT" does anyone know why? i treid going through parentals controls n everything, my sisters and dads works fine and we made them all the te same time. i dont kno why it just tells me alone i cannot use chat. without chat i cannot talk t people PLEASE HELP
