My Samsung Windows 7 laptop is faulty?

Earlier I turned off my laptop and turned it on again. When I turned it on it was very different.

1. The Windows 7 theme had been changed (not the operation system though) to something like Windows Classic with a grey task bar.

2. There was no internet connection and I could not access the network feature on the bottom-right hand side of the task bar.

3. I went onto AVG Internet Security 2011 which said "! There are no active components"
Instead of usually saying that I am protected and would normally state that loads of things are okay.

4. When I plug in the charger cable, it does not charge, it stays at a constant level of charge.

5. On the task bar under important messages it says "Turn on Windows Security Center service" I click to turn it on. And I can't do it.

6. Windows firewall. I need to update my firewall settings. "Windows firewall is not using the recommended settings to protect your computer" I click "Use recommended settings" It says the following: "Windows Firewall can't change some of your settings.
Error code 0x80070422"

Also I went onto Norton Utilities 14 and did loads of scans and cleaned everything, restarted my laptop about 10 times. No change. Also last month something happened under control panel > uninstall programs where I had nothing and the list of installed files only grew as I installed new files.

I have Zone Alarm on my laptop but I can't load it up and can't uninstall it.



So everyone please explain what is happening and what I can do, because I've done so much and I don't know what else to do.
