My Samsung Galaxy S Captivate(Rogers) wont vibrate for notifications..?

basically I can go into the phone settings, and individual app settings and it never vibrates for notifications. the only vibrating i can get it to do is setting vibration intensity for screen selections(everytime i click something it vibrates) but that dosent very well help for notifications
fyi i keep that off.
