my samsung exclaim wont send picture mail?

I got the samsung exclaim from sprint and i took some pic's of my cat and so when i tried to send them to my friend it said "there was an error trying to register your phone". I don't have internet on my phone and the internet is TOTALLY BLOCKED so if it has to do something with the internet being blocked can someone please HELP!!!! so if u know how to fix it please tell me.
