MY ROAD BIKE RIM SPECS ARE 700X28-38C IS IT OK TO HAVE 700X23C TIRES ON?

I BOUGHT MY BIKE AT THE SHOP LAST WEEKEND. I GOT A FLAT EVERY TIME I RODE IT. I WAS LOOKING AT THE RIM SPECS AND THEY WERE 700X28-38C AND THE TIRE ON IT IS A 700X23C 5MM UNDER, WOULD THAT CAUSE MY CONCERN OR ANY OTHER PROBLEMS, O ALSO 1 TIME MY TUBE WAS COMING OUT OF THE TIRE. THANKS FOR UR HELP.
 
I think it would be ok, but 700x28-38c means 700c rim. 28 up to 38 width inner tube. your problem sounds like me when I started. Make sure you got a good rim tape job on your rims. go ahead and get 700cx28 at least, for you inner tube. Make sure your tire doesn't have anything to puncture your tube. Feel along the inside and if you got a hole you will find it. The tube can not stick out the side of the rim. I think your solution is the good rim tape.
