The E-brake was slightly on, wheel cylinders/calipers sticking, the E-brake cable is rusty and not releasing. It could be a few things here but when you or someone does them again you/they need to find this problem, there is one some where. Even the cheap brakes should last 2-3 years in the rear. You did not say what year or auto or manual trans so it`s the best I can do with the info given. Good Luck.
