My put eats everything. Help?

My pug is almost 2 yrs old. He eats/chews anything he finds on the floor, from thumb tacks, pennies, screws, paper, etc. How do I discipline him for it? Nothing Im doing seems to be working. Help.
I do clean the floor. Ive tried to offer him a treat so that he will give up what ever he is chewing on. He thinks its just a game and keeps running from me. He's not interested in the treat. Any other ideas?
 
Maybe putting him in a cage when you are not watching him so he doesn't eat something that will hurt him...that should cut down on it...when you see him go to chew something bad...scold him and say bad doggie and if you have to tap his nose with a newspaper.
