My PC has a high pitched whine and won't boot up..?

I just ordered and put together a PC, but I can't get it to start. There is a high pitched whining sound, like when you turn an old TV on, or when you go to a rock concert and get that ringing in your ears kind of sound. I thought it was the PSU, but have tried it with multiple ones. So then I figured it had to be the CPU fan, so I bought a new CPU fan, and it didn't help at all. I have no idea what the problem is, and I'm tired of wasting money into something that doesn't even work. Can somebody please help me?
 
Yeah, it's either the fan or the hard drive. Those are the only things which turn, and can make a whine. Maybe the hard drive is really messed up, but it'd have to be to do that!!

Only other thing is to take it to a local comp repair shop that will charge pretty cheap (like $25) to diagnose the problem. Then they can tell you what the problem is.
